Meta is Making Billions of Dollars from Scam Ads on Facebook, Instagram, and WhatsApp, Report Says

Meta, the parent company of Facebook, Instagram, and WhatsApp, reportedly earns billions annually from ads promoting scams and illegal products, according to a new report from Reuters. The findings highlight significant concerns about how Meta is addressing the issue of fraudulent advertising on its platforms.

Last year, Meta estimated that scam ads might account for approximately 10% of its revenue, equating to around $16 billion. This alarming figure includes ads for fraudulent e-commerce schemes, illegal online casinos, and banned medical products. Research indicates that Meta’s platforms were involved in a staggering one-third of all successful scams in the U.S.

The Reuters report reveals that Meta has sometimes complicated its efforts to combat scam ads. Procedures allow repeat offenders to continue advertising, with a small advertiser promoting financial fraud typically not blocked until flagged multiple times. Larger advertisers have reportedly faced even less scrutiny, accruing hundreds of infractions without removal.

Meta executives are aware of the implications, noting that just four ad campaigns removed this year generated $67 million in revenue. Despite pressures to manage fraudulent ads effectively, the company has been cautious about actions that could impact profits, advising managers to avoid decisions that could cost more than 0.15% of the company’s total revenue.

In response to the report, Meta stated that the estimated 10% revenue from scam ads is “rough and overly-inclusive,” without providing an alternative figure. Spokesperson Andy Stone highlighted a 58% reduction in user reports of scam ads globally over the last 18 months and over 134 million pieces of scam content removed in early 2025.
